

MICHAEL O. HARRIS is a public sector executive, operational leader, and founder of Harris Beaumont Group (HBG), with cross-sector experience spanning redevelopment, economic development, public affairs, nonprofit leadership, hospitality operations, stakeholder engagement, and organizational strategy. As Founder & Managing Principal of HBG, Michael leads an advisory, operations, and project support firm focused on helping organizations navigate growth, redevelopment initiatives, operational challenges, public visibility, and complex projects through strategic coordination, operational leadership, execution support, and implementation-focused services. HBG supports organizations from ideation and planning through execution, coordination, operational support, and impact reporting — helping clients move projects, people, and priorities forward effectively and responsibly. Michael currently serves as President & Chief Executive Officer of the Memphis Metropolitan Land Bank Authority (MMLBA), where he leads redevelopment coordination, operational initiatives, strategic partnerships, and public-facing projects tied to housing, land use, neighborhood stabilization, and institutional operations throughout Memphis and Shelby County. During his tenure, redevelopment and infrastructure funding capacity increased significantly while the organization expanded its operational visibility, strategic engagement, and collaborative redevelopment efforts. Prior to MMLBA, Michael served as Executive Director of the Greater Whitehaven Economic Redevelopment Corporation (GWERC), where he led organizational restructuring, redevelopment coordination, stakeholder engagement, workforce development initiatives, and community investment efforts focused on revitalization within the Whitehaven community. His leadership included implementation of “The Pathway Forward,” a strategic framework centered on sustainable redevelopment, measurable impact, and strengthened community engagement. Michael previously served as Director of Corporate & Government Relations for Junior Achievement of Memphis and the Mid-South, leading partnership development, stakeholder engagement, public affairs coordination, and community-focused initiatives involving corporate, educational, nonprofit, civic, and government partners. His work included support for Summer Learning Academy partnerships, mentorship initiatives, workforce development programming, and youth engagement efforts involving Memphis-Shelby County Schools and regional stakeholders. Earlier in his career, Michael worked within business continuity and crisis management leadership functions at First Horizon National Corporation, supporting operational continuity, enterprise coordination, crisis response efforts, and organizational support initiatives in high-pressure institutional environments. In addition to his public sector and nonprofit leadership experience, Michael also brings operational leadership experience within hospitality, nightlife, and entertainment environments involving venue operations, staffing coordination, guest and VIP experience management, customer engagement, operational systems, and revenue-centered hospitality support. Michael was recognized by the Memphis Business Journal as a Top 40 Under 40 honoree for his leadership, community impact, and professional contributions across redevelopment, nonprofit, and public-facing initiatives. He has also served in leadership and advisory capacities with civic and regional organizations including the Tennessee Valley Authority Regional Energy Resource Council and 100 Black Men of Memphis. Michael is recognized for his ability to operate effectively within complex and highly visible environments requiring leadership coordination, stakeholder management, operational execution, public engagement, and disciplined follow-through. He is a veteran of the United States Navy, having served aboard the USS Curts (FFG-38) in support of multinational maritime operations and mission readiness activities.
